BREAKING: Pedestrians hit by car outside Flinders Street Station
The driver has been arrested.
Police have confirmed the investigation of the Flinders Street incident on Thursday afternoon is not over.
But at this stage there is no link to terrorism.
At 4.41pm a white 4WD struck a number of pedestrians at the intersection of Flinders and Elizabeth Street.
Acting Commissioner Shane Patton confirmed the 32-year-old driver had a history of mental health issues and drug use.
It was also confirmed today that he was known to the police and is on a mental health plan.
Vic Police also revealed there is no increased threat in Melbourne. In face, the people of Melbourne are encouraged to continue with their Christmas plans.
There was a second male at the scene who was arrested at the scene was observed filming on his phone.
The 24-year-old man, was arrested by CIRT.
He was carrying three knives at the time.
However, it is believed he was not involved in the incident. Police will continue to interview him.
Nineteen pedestrians were injured during the incident and conveyed to hospital.
Two people were also treated for non-collision related injuries.
At this time police believe this is a deliberate act, however it is only early in the investigation.
The offender is a patient and is not in a critical condition.
Detectives from Crime Command currently have primacy of the investigation.
The crime scene will remain in place until at least 7am tomorrow, and Police ask pedestrians continue to avoid the area.
Premier of Victoria Daniel Andrews reiterated the Victorian Government are working towards a safer city and described the incident as not frustrating but of 'deep sadness'.
Victoria Police will also continue to provide a strong police presence in the Melbourne CBD tonight.
“We understand this incident has been very traumatising for witnesses, victims and families involved.”

ORIGINAL STORY: Several people have been injured outside Flinders Street Station, with reports a car hit pedestrians.
3AW reports a heavily-armed police have swarmed the area, at the corner of Elizabeth Street.
Police are currently attending an incident on Flinders Street between Elizabeth and Swanston streets where a vehicle has collided with a number of pedestrians.
Police have arrested the driver of the car. Extent of injuries are not known at this stage. Witnesses spoke to the media:
“There’s maybe five to seven people laying on the ground.”
“It just mowed everybody down, people were flying everywhere.”
“As it (the car) approached this intersection here … it just mowed everybody down, people were flying everywhere.”
